InfraKAP proposes great know-how in fund raising in the Eurasian space and provides best expertise for deal structuring within the Russian jurisdiction. It guarantees effective cooperation with authorities in order to ensure smooth and complete implementation of investment processes.
InfraKAP initial action plan is the launch of a RUB 20 bn Fund dedicated to investments in infrastructure assets located in the Europe – Western China international transport route. This space directly complies with the Chinese One Belt One Road investment strategy and covers Russian regions with the highest economic potential. InfraKAP industry focus includes transportation, telecommunications, public utilities and power, and healthcare infrastructure.
The scale of global infrastructure investment demand is enormous, and there is an urgent need to update and expand infrastructure including all parts of the energy supply chain and a wide array of public services such as described above. Initiatives in these areas have become even more vital due to an obvious obsoleted or underdeveloped infrastructure in Russia and the Eurasia region. Alexander Bazhenov

Partner, Chairman of the Board of Directors
Prior to launching InfraKAP, Alexander has worked for the VEB Group (State Corporation Bank for Development and Foreign Economic Affairs), as the General Manager of its subsidiary the Federal Centre for Project Finance Centre (FCPF) and Director of the PPP Center. He had earlier held the posts of Deputy CEO at the Salyut design bureau (now the Khrunichev Space Centre), Director at A.T. Kearney, Deputy Director for Central and Eastern Europe of the French energy and utilities company Suez Lyonnaise des Eaux and Deputy Chairman of the Management Board of JSC Russian Utility Systems.

Vladimir Dmitriev

PhD, Chairman of the Advisory Council
Vladimir Dmitriev, PhD (Econ.), Vice-President of the Chamber of Commerce and Industry of the Russian Federation, member of the Supervisory Board of the Russian Direct Investment Fund, research adviser of the International Business School, head of the PPP Chair at the Finance University and President of the European Tennis Federation, has accepted the position of Chairman of the Advisory Council at InfraKAP. Previously, Vladimir Dmitriev has held the post of Chairman of the State Corporation “Bank for Development and Foreign Economic Affairs” (Vnesheconombank, VEB), where he succeeded in implementing most substantial changes in the company’s almost 100-year history transforming it into national development bank.

Maria Panina

Partner, Managing Director
Maria acquired substantial practical experience in designing, structuring and launching infrastructure and PPP projects while working for almost ten years for the VEB Group.
At VEB Maria was responsible for advising Russian Government on providing subsidies to infrastructure projects from the Investment Fund of the Russian Federation. She has also advised Russian regions on setting up concession and PPP projects to develop transport, public utility, education and healthcare infrastructure.

Sergey Boguslavskiy

Partner
Sergey brings over 20 years of experience in managing energy and utility companies, regional and urban development projects. For nine years, he has been CEO of an electric power and heat generating company in the Perm Region. Before that, he participated in setting up two major Russian private utility infrastructure operators, working as a Vice-President for Business Development and Project Management at the Eurasian Water Partnership and Director for Project Management at JSC Russian Utility Systems.

Dmitry Zverev

PhD (Law), Partner
Prior to joining InfraKAP, Dmitry has worked for 19 years at the Federal Medical-Biological Agency of Russia, including nine years as a deputy head, handling the regulatory, legal, expert and administrative support of the organisation’s operations.
Dmitry is on the PPP Co-ordinating Council of the Ministry of Health of the Russian Federation, and has sat on the Expert Council of the Federal Antimonopoly Service of the Russian Federation. He is also an Associate Professor and lecturer of the healthcare administration department at the Institute of Advanced Training, and the economics and administration department of the Moscow Academy of Finance and Law.

Andrey Morozov

PhD, MBA, Partner
For over 25 years Andrey has been working in venture finance and private equity industry. Before joining InfraKAP, he has launched and for six years managed the VEB-Innovations venture fund (VEB Group), designed for commercialising the projects of Skolkovo national innovation centre. Previously, he had launched and managed the first venture fund of VTB Capital, worked in the United States as an Investment Director of the leading US venture company TL Ventures and as a consultant for Gartner, IBM and A.T. Kearney.

Vyacheslav Sinadsky

For over 25 years, Vyacheslav has been working in the investment and advisory business. Before joining InfraKAP, he developed and completed an ambitious development programme for the STS Media company, which culminated in a successful IPO in New York, first of its kind by a Russian media company. Previously, Vyacheslav had worked as a Managing Director at the Alfa Capital Partners private equity fund, headed the Department of Corporate Finance in the Moscow office of Deloitte, and been Director at the Troika Russian investment bank and a consultant at A.T. Kearney.

Alexander Tolkachev

Partner
Alexander has been active in the strategic management consulting and finance business for over 25 years. Before joining InfraKAP, he was a member of the Board of Directors at the Uralsib finance corporation and was involved in the planning and implementation of its crisis restructuring programme. Previously, he was a global partner of the Monitor Group, a leading international investment and strategy consulting firm formed with the participation of Harvard Business School faculty, where he was in charge of its operations in Russia and the CIS. Before working for Monitor, Alexander was a partner at A.T. Kearney, which he had joined together with partners from Cannon Associates, the first management consulting firm in Russia that he managed to launch. Alexander has professional experience in the nuclear power sector.

General Director
For over six years at VEB Group, Olesya has performed a considerable number of PPP/concession project analysis and preparations/due diligence, primarily focusing on railway transport, airports and port infrastructure projects.
