Maria acquired substantial practical experience in designing, structuring and launching infrastructure and PPP projects while working for almost ten years for the VEB Group.
At VEB Maria was responsible for advising Russian Government on providing subsidies to infrastructure projects from the Investment Fund of the Russian Federation. She has also advised Russian regions on setting up concession and PPP projects to develop transport, public utility, education and healthcare infrastructure.
While holding the position of the First Deputy of the General Manager of JSC FCPF in 2013-2016, Maria developed and financed portfolio of about 50 early stage infrastructure development projects (concessions and PPPs for roads, railways, airports, social infrastructure facilities) as well as structured project finance deals for industrial projects.
While working for the VEB Group, Maria acquired great corporate governance experience while dealing with VEB subsidiaries and participated in Advisory Boards at various Ministries. She has been a member of the Board of Directors of JSC FCPF and JSC Krasnoyarsk Regional Development Corporation, headed the Supervisory Board of the largest mountain ski resort in Russia Sheregesh, a member of the Moscow Government Expert Council on Transport and the Moscow Chamber of Commerce and Industry Committee for PPP Development, as well as a member of Advisory Boardson tourism and recreation free zones, technical and innovation free zones and industrial and production free zones under the Ministry for Economic Development of the Russian Federation.
Maria Panina holds a degree in finance from the Finance Academy of the Government of the Russian Federation. Maria has also attended advanced training courses in PPP project design at Partnerships UK, as well as the Infrastructure in a Market Economy programme conducted by the J.F.Kennedy School of Government of Harvard University.
